Annual Town Meeting Minutes

Chair Milo J. Breunig called the Meeting to order shortly after 7:05 p.m.

Town Clerk Jim Mueller informed the assembled electors that under State Law the Annual Town meeting is held on Second Tuesday of April unless the prior year’s Annual Meeting has changed the day. Mueller announced that the prior year’s meeting did not change the date. Notice of this year’s meeting was posted on the web site, published in the Middleton Times-Tribune and posted.

Jim Mueller noted that the Minutes of the 2002 Annual Meeting and the Special Town Meeting held on November 18, 2002, were printed with the agenda and copies were available to the electors in attendance.

Moved by Richard Oberle, seconded by David Shaw, to approve the Minutes of the 2002 Annual Meeting and the Special Town Meeting held on November 18, 2002. Motion Carried.

Jim Mueller reported to the electors that the Town Board had again retained the firm of Johnson and Block CPAs to conduct the audit and to prepare the annual financial report. The Town Board approved the financial reports at the Town Board meeting held April 7. The copies of the report were on the web site and were available for all electors in attendance.

Moved by Milo Breunig, seconded by Richard Oberle to approve the year 2002 financial reports as submitted by Johnson and Block. Motion carried.

Moved and seconded by Richard J. Oberle and David Shaw to authorize the Board to sell surplus equipment. Motion carried.

Mueller reported that the Town Board had authorized him to accept a deed from Maurice Bormann for Lot 17 of Cherrywood Acres for the price of the 2002 taxes ($21.33) pending approval by the Annual Town Meeting.

Mueller reported that the County Treasurer was selling tax deeds for two parcels in the Town of Middleton, one parcel in Section 19 and one 33' wide 1/4 mile long parcel in Section 6. 

Moved and seconded by Frank Acker and Richard Oberle to reimburse Jim Mueller for the $21.33 and accept the deed for Lot 17 Cherrywood Acres. Motion carried.

Mueller made a report of events of the last year and plans and projects for the upcoming year.

Moved and seconded by Breunig and Victoria Oberle to adjourn until April 13, 2004 (the second Tuesday) at 7:00 p.m. motion carried.

Note-A special Town Meeting will be called in November in order to establish the Mil Rate and to approve the Highway Maintenance Budget.
